is this normal or a bug?

I caught a fish digging.
let us all take a moment remember and honor trisby, the true desident of Tris, who was last seen in all white walking into a river with her beloved sledgehammer in her hands. May she find honor and glory in the next life

No, you dug up a semi-rotten fish someone dropped on the ground. 
Items that are dropped and despawn on the ground go into a global pool that can randomly be dug up any time you dig dirt. it's similar to how you can get junk from fishing.
