Is satiation still restored if you have 4 below 50% and eat?

Please I am too scared to try. Also is there any other way to restore satiations other than drinks and time?

Time resets satiations. New world, new rule. Does not matter how many satiations you have at 50% or even 10% anymore.
As far as I know.

As a rule of thumb, everything that makes life easyer and less boring/grinding for players is a great idea. Everything that makes the game harder is crap coming from sadistic tendencies of Jorbtar helped by the few players with the same kind of disorders.

There have been several changes to the food system. You should read through the patch notes to get a general idea. If you have questions, we have answers (or will try to produce them).
