Placing a Well?

I'm in a forest... tried on bare ground, plowed ground and brick ground - get the same message:
"You cannot build on this type of terrain"

make sure tiles around are ready too, sometimes the model needs more room to be built

This. The well needs two tiles minimum, the second one where the handle is.
