Pine Cone plug for lavaret

I am trying to catch a lavaret fish for a credo, but after fishing for hundreds of fish one of the suggested lures is a pinecone plug. Yet even though i meet all the reqs... i cant make one..

You need to discover the other fishing pole

Location is a huge factor on what you catch, too. Lavaret isn't hard to find in the right area.
