Landscaping on Village Claim

For some reason I can't landscape on my village claim, but I can when under the personal claim that is on the village claim. I'm a founding father.
The claim owner couldn't figure out how to resolve the issue.

Lawspeaker needs to setup permission groups and move you to one of those colors.

you need vandalism rights on the vclaim to be able to landscape
