Is Ore Hardness RNG or determined by type?

So I've been trying to get iron for a while with no luck, so I'm wondering if it's just in tiles that are too hard for me to mine. If it's determined by type, how high should I raise my STR before trying to mine it?

hardness runs in nodes randomly with stone and ore types having a modifier to it.

You can get heavy earth, iron ochre, and chalcopyrite (copper/iron blend) at 10 str, q10 axe.
