Wrong. You don't need Lawspeaking to have access to it. What is required is to be a member of a village and given proper permissions for anything relating to managing a village, be it expanding claims or territory, oathing in new members, etc.
Yes, care should be taken by any village to make sure they're not actively recruiting the wrong people, but some people are more trusting and willing to rebuild after a bad relationship than have no relationships at all.
