You could try only as a workaround, until you find a decent solution:
Place 4 flags and look at the yellow/blue spots on their common edges. They are all 4 at the same level when every 2 flags that have a common border show the same blue or yellow (green?) points on both sides of the common border.

Then do the math for 4 flags, how many soil units one needs or dumps, which kind of sucks big time. Turning what should have been a 1 minute job into a 15 minutes job.

If your area is bigger than 2x2 flags (62x62 meters) then you gotta do it piece by piece, write down numbers, delete flag, build another flag, etc. Which I do not believe is even a workaround anymore, eating too much time and effort.

What I did for a 101x101 area was to mark its center, then place 4 flags around that center, choose a good level for that 62x62 area, level it, then level the left over land at its edges. I only got about 4 stacks of dirt remaining due to the fact the 19 or 18 border of the initial area was not even considered in calculations.

As a rule of thumb, everything that makes life easyer and less boring/grinding for players is a great idea. Everything that makes the game harder is crap coming from sadistic tendencies of Jorbtar helped by the few players with the same kind of disorders.
