Survival hardcapping killed animals?

I have recently killed a bear and it's quality was 24 which exactly equals my survival. Does this mean that animals killed in melee/unarmed combat are hardcapped by your survival? I couldn't find any info about this anywhere.

yes, was on the world 11 patch notes. Wiki is really out od date.
