Try a different location. Fish are node based, and what you can catch in one spot is going to be different than what you catch in another.

And use proper fishing. By which I mean casting rod and lures. Finding the right combination of line/hook/lure/time of day/location might be tricky, but if you write down what is working best for you it will be easier next time. As a result you'll actually become a better fisherman having this knowledge.

And keep in mind wiki is not complete and partially outdated about that. The fishing page is a great start, but don't hesitate to experiment with different combinations.

Using bait and lures doesn't matter as much. Using the casting rod just lets you see what's on the node.

Of course you can't catch a specific fish in an area where is no such fish. But if there is all of the above matters a whole lot. Even the type of the hook.

I wonder if fish can be caught as trash, and if they count towards the quest that way. I've caught a single eel, then none in the same spot, same gear, across the span of a week (at least 5 cupboards of fish total)

It does not count if its caught as trash.

I've seen them rarely (1:20 casts) and when I try and catch them it is a low <5%, I was using wooden lure, with hemp, bone hook lake shallows off a leafpatch tile.
