First you build the wilderness beacon, then you light it by setting a secret, then a character can activate the skull in the creation area -using that secret- and burn in fire (needs to be named by the Wizard or the last part won't work) to spawn at the beacon.
In case the skull didn't work then either you didn't light the beacon (didn't press enter after entering the secret) or they entered the wrong secret at the skull or didn't press enter after entering the correct one.
