Have some foragables been increased in rarity since world 10

I've been looking for a washed-up bladderwrack for a quest but I can't find any are they much rarer in world 11, can they only be found by the sea now or am I just really unlucky
Edit: my per*exp is over 2200

Try the other beach, the one that isn't sand colored.

I have crap luck finding Washed-Up Bladderwhacks in the sand colored beaches myself.
