Marksmanship skill in W12

What does Marksmanship do in the current patch? I'm glad that the aim meter is gone but it's not clear what formulas (other than crafting) the skill is used in now.

I've used sling and hunter's bow perfectly fine with 1 mm, i guess its crafter's stat now. But maybe it has something to do with combat cooldown after firing?

To supplement: What Wonder-Ass said and also it caps the effective quality of your weapon. Not sure if it's a hard or a soft cap.
