I'm walking over the piles and picking up the perfect leaves but it isn't progressing the quest

You probably have to actually "Pick" one that you see on the ground, not one from a pile.

Yeah, look for one that's a foragable if you have the perception*exploration for it. That probably does it.

I wouldn't do that quite yet, it's quite low. Everyone in my village can see them, even people who haven't really leveled either of those. Just make sure you're in a forest and not a grassland.
