Tree Boughs

So i'm in the process of trying to make a "Primitive Casting Rod", it says i need tree boughs. No problem, normally. Does anyone know what skill/attribute increases the quality of tree boughs?

You'll have to grow your own trees with treeplanter pots to get higher quality boughs. If you plant the tree by right clicking the seed onto the ground with a shovel the quality will still be 10.
