Stuttering movement and gradual display loading

Are then any settings or anything else that can be done to smooth the way the game displays? Coming out of houses or caves objects do not display from anywhere from three to ten seconds, and when traveling the visuals are quite jerky. Going through wooded terrain is difficult because I can't tell if I have gotten hung up on a tree or not. It's not unplayable but it is frustrating.

Is the answer that I should get a better computer or can I find some settings to tinker with that will improve the jerky game play?

Not sure. My computers aren't exactly the best, but I've never encountered anything close to what you describe. Getting everything rendered as I exit my house seems to take less than half a second, at least if I've already seen the outside once (or it might take a little while to load the resources). That's on a 10-year-old i5 2400. It's also a GeForce 750 GPU, but the problems you describe don't sound GPU-related. What are your specs? If you check your task manager/resource monitor, does it show swapping/paging going on, perhaps?
