Realm owners (the King/Queen/God Emperor) have control over their realm's functions, chat being one of them. For the most part, it's a good thing, I think. In this case, the realm owner has put some... "interesting rules" on it.

See a couple of threads in "The Moot" on the matter. There are many opinions on it running around.
