Can you use this spell when knocked down, so animal don't go for the kill?
also does it have a cast time, or is it instantaneous

When you are knocked down, you are unconcious, and are unable to act in any way other than hearth home once the prompt comes up. The time to use quell the beast is before you get KO'd.
