Skill required to craft bull pipe?

The wiki doesnt show what it is and i have everything discovered to craft the bull pipe but it isnt popping up for me. Anyone know off the top of their head what skill is required?

I think you need to discover something that can be put in the pipe; Pipestuff (dried and ground pipeweed), Dry Hemp Bud, or Opium.

That's pretty weird but i can see the devs thinking that way. Hopefully no one touches the single oak block i have set aside. Thanks!
