Do mine tiles count as paved ground? i''m wondering if palisades in mines need to be paved underneath to prevent decay?

Nothing needs to be paved under anymore, unless the terrain doesn't allow building directly on it (typically forest terrains). That was a legacy rule that hasn't applied since w8.
