How do I get/discover the bronze bar tech? I already discovered metallurgy, smelted tin and copper, and built crucible, but the bronze bar has not appeared yet.

Try smelting down the tin and copper into nuggets and back into bars. Chances are you missed discovering one of the two metals.

How do I get/discover the bronze bar tech?

I'm so used to just "buying up" necessary skills, I forget to double check information on the wiki. That I recall, no skills have changed, so it should just be discovery of tin, copper, and Metal Working skill. http://ringofbrodgar.com/wiki/Bar_of_Bronze

To verify you have the appropriate discoveries for bars, you can look and see what other crafts you can make that require them. I can't think of anything that requires a full bar of copper and little else. Most everything for copper (that isn't generic "any common metal") is copper nuggets, requires a lot of other things (winged helmet, stained glass heart, etc) which you probably haven't found yet, or rare items (irrlight lantern). Tin at least has the harmonica and adder's crown (needs adder fangs discovered, too).

Last I checked, rustroot only unlocks the rustroot extract recipe.
