Yes, yes, yes and yes. As long as it's not clear bug abuse you can get away with it in this game. You'd still be an asshole for doing it, but this early in the world I think most people wouldn't blame you. Every shitty resource is valuable right now, so you have a legitimate interest in stealing newbie stuff.

Griefing is about intentions, not actions.

Better way to explain it would be "Griefing isn't against the rules".

How does decay works on active claims with structures that arent on pavment? Palisade/house placed on dirt will decay?

Can't build a house on unpaved ground. Don't know about pali. I started mine on paved ground but then I forgot to pave a small part of the wall and I was still able to extend my pali over unpaved ground.

True for most terrain types, but - unless I'm misremembering and that was Legacy only - some terrain types allow you to build without paving. Not sure if they decay while claimed, I would assume not but can't say it with certainty.

If you log off while holding a liftable object, does the object also 'log off' or will it remain in the world?

If I recall correctly it gets dropped where you logged off. Someone else can probably confirm the details (it probably prevents you from logging in at the same spot?).
