Pclaim track?

Just found a random bond that still has presence on it (with stink of battery and theft along with it..). My question is, is there any way to return it to the owner? Is it even necessary, or they can just grab a new bond from the totem and go on like nothing happened?

Assuming the owner hasn't been murdered or something, they can get a new bond at their claim totem. If they're new they may not know that, only time will tell. So long as you have it, it could be yours now if you figure out where it is.
