Quality is still all base 10. The difference is trees can have a random "extra growth" modifier that makes them appear bigger. From what i've seen they can be anywhere from 100% grown to 175% grown, and that same percentage is multiplied to all of its resources, increasing their quality and quantity. For instance if a tree gives 2 logs and is quality 10, a 150% grown version of that tree will give 3 logs and q15 seeds, despite only being q10.
