why cant i use a thigwall

Im tring to tp to a frind whit a thigwall but it tells me its inactive can some one help me to understand what im missing ?

even if it say's that you know no neighbooring thingwalls you can still walk up to it and then put in your friends charter stones name if thats what you want to do

If you're trying to TP to a charterstone, it's possible the charterstone you're trying to go to is currently turned off.

so liek if i dont have a charter stone in my area the thigwall cant be used for the tp point ? exept the ones i have visited ?
