Test method from Legacy: aggro a fox or something, enter the palisade and close the gate behind you, go stand by the gap and see if the fox can path in to fight you. Not recommended with anything that might hurt you in a fight (we MAY have found out about this because ... we got aggroed by something that we thought was safely outside. we were wrong).

For cliff removal, the usual method is to do it BEFORE building the palisade so you might need to reroute to somewhere that isn't already paved; palisades can only accommodate a steepness of 5 (?) levels per square. Various methods of cliff removal include setting a terraforming area to include land at the top and bottom of the cliff, standing near the top edge and telling it to level the area, or raising the ground as close as possible to the base of the cliff by shift-rightclicking stones or soil onto it and then terraforming to even out the square including the bottom of the cliff.
