Still cant link my Steam account

Sorry, my English is not very good.

I play using my Steam account, but I want to link it to my official account. However, no matter what I do, the system keeps saying that an account already exists.

After referring to this article, I still can't understand what the correct process is.

This problem has been bothering me for a month. Is there a solution?

By the way, my Steam account and HH account are exactly the same. Could this be the reason?

Follow this steps:

ACCOUNT>ELEVATE LOGIN>UNLINK ACCOUNT>LINK NEW ACCOUNT
Make friends with the other crabs or try to escape the bucket.
