Watermill placement question

OK, so I've never tried to build a WM on a waterfall or angled shore. Is this what's preventing me from construction? It is on a river that leads to a Headwater, has been leveled to the level of shoreline that I was allowed to dig, and paved with stone. What am I not doing right?

way to big of an hight difference. also. there is shallow water. you cant build it there, and you haven paved up to the waterline.

there are only very select few places where you can actually build one realistically, and you have to know what to look for, and settle there in advance.

I am thinking to just put it on the other side of river ( bottom of pic) where it is square and has deep spot. It is a bit lower and I can cross on land right there too

Can't build on a flat surface, pawed with a stone. Original terrain is Root Bosk...
It says You cannot build that on this type of terrain.
Any ideas?

that seems to be a lake, wiki says it needs to be on a river

can be built only near river, where the house should be on the ground (at least the first 5x5 tiles area) and 3x4 wheel on a river
