Go exploring around you area and see if your neighbors have kale or garlic planted. If you do not see any planted, then you cannot expect the WWW to produce those.
At least that was how it was explained to me some time ago.
I've been to a lot of areas picking www's; I have a habit of taking dugouts through random vortexes, exploring and picking every www I find on the other side. That can be very useful, particularly with the shifting quality nodes; you never know what you'll find that's higher q across a vortex - until vortex shifts or the next new moon, whichever comes first.
Also I'm growing both garlic and green kale myself already, and have given garlic to at least one of my neighbours, along with pumpkin, that's been hard to get locally. So me not seeing them at all isn't *just* a matter of only looking in one area, or one where no one grows those crops.
It is true that I don't grow *many* of either plant. 10 of each, IIRC. But that's more than "none".
I suppose it may be that all the kale and garlic www's are very low quality - so I drop them as not going to be better than what i already have.
FWIW, I'm also noticing that I never "cap" www's - i.e. I never find ones at my farming skill level. I presume that's what i get for doing the farmer credo early - my skill is too high for conditions.

I.e. precious few people (if any) have crops at that level, and they aren't local to me.
FWIW, my current best seed is Q 98. Hemp, rather to my surprise.
