Each harvest has a random chance of quality to progress, regress or stay the same. Crops planted on the same mp grid (use custom clients to see grids) within some shared time window (6 hours, if not mistaking) will always have the same change to quality. Some crops (e.g. carrots) can be harvested before their final growth stage having the same random change to quality.
Knowing this one can develop a strategy:
* have dedicated small plots to increase quality but not getting yourself burn out and quit
* have several such plots on several map grids
* for each crop of a plot: split into at least three sub-plots and re-plant each of them at least 6-hours apart
* check your plots as often as possible (though, unless you're botting, you would always stay behind)
Or to summarize: grind, grind and grind some more. Unless you're botting.
But thanks to the "Catch-up" mechanics, you can grind another way: raise your farming skill (currently up to 250+(?) or you'd miss out on the currently highest Q) as well as PER*EXP and spend your day looking for WWWs and drying them on a herbalist table (table quality doesn't matter). This is the way majority of people get the high Q crops without botting.

No point in looking for a soil as at this stage it would be far behind the Mulch Q made from high Q crops in compost bins.
Other high Q resources like clay or sand are probably all claimed by now. But yeah, only by going and looking for them. Don't bother thinking about holes in the ground. Unless it's on someone's claim, nobody cares.
