Yes, hunger level affects feps.
Second number is the multiplier for feps, and first number is the value of your satiation which fep multiplier is calculated from. More satiated (less hungry) = lower multiplier. And the higher your satiation is, the quicker it recovers.
You can safely ignore this mechanic, it exists so eating more food will give you diminishing returns, but it will still give you more feps than eating less food.
Individual food satiation are more important, don't ignore these.
