What does "Chance to pulverize tiles" mean?

I don't get the "Chance to pulverize tiles" from Miner credo.
Is it just a chance to instantly break a mined tile? Cause that already just happens sometimes.
If it's an increased chance, why not say "increase"? Wouldn't that be a detriment to someone trying to obtain ore?

This, you'll notice the difference because you might get a lot of stones/ore at once in your inventory then.
