Village claim degrading

i build a village claim on paved ground this morning and its at 75% for some reason?

Some one has told me it is because it was build within the personal claim.

If it was built within an active personal claim, it shouldnt have decayed at all.

I've seen this happen this world with a v idol that ran out of authority but was on an active pclaim. I assume it's degrading due to lack of authority because it hasn't been activated yet
