Loans are currently given only to traders with a good reputation and barter stands placed at the trading center. Just like in real-life.

Just sold 90 linens fabricated from flax fibers i found in a decayed claim inside new brodgar.
1 hour of work later, i have a decent saw, axe and a few seeds to kickstart my tree production.
Lovely experience, to bad i couldn't find a stand buying pearls. I'll try to be there for the 30th!
