The solution was to connect using VPN Amnezia (to connect to which I first have to connect to my gateway), but the free version only has a speed of 8 Mbps.
At the same time, when I try to connect from my VPN, I cannot
1. Get client updates
2. If I do manage to launch the client, I can log in until I select a character (my credentials are saved in the client)
3. After selecting a character, I cannot log in.

I am willing to provide any diagnostics on my end, if necessary, to solve the problem, as it seems that I am not the only one experiencing it.

In any case, I realize that the problem is on my end, so if it is not resolved, I will simply change my hosting provider.

I'm even having problems with the website. I can't download the client—the download doesn't work, and even the forum pages don't arrive in full. When I press F5, I only get 3 messages from the page, or just one out of 6 or 7. Magically, everything worked as before. I didn't contact my host for this, didn't change my network routes and configurations, didn't change the IP address of the VPN server, and just connected. I dare to assume that this is some kind of internal European routing between data centers or providers, for whatever reason.

Zapret что-то не работает. До вчерашнего дня вообще без впн работало. Теперь только с ним. В запрете если выставить 46.4.95.116/32 вообще не заходит "could not connect to the service". В чем может быть проблема? Стратегии потестил - выбираю правильную. В list-general поставил сайт haven. Всё работает по нему, даже ютуб без впн. Haven не работает. Может айпи не тот или еще что-то?

Соединение устанавливается, обновления скачиваются, приложение запускается, но запуск останавливается на этапе получения ресурсов карты (?)
3. Следующее, что я сделал, это установил stunnel на VPS и локальном ПК и пустил траффик proxy-сервера (который не шифруется) через зашифрованный канал. Проблема осталась прежней.

Возможно сообщество поможет с ответами на некоторые вопросы:
Есть идеи, каков механизм такого сбоя?
В каком месте тормозятся пакеты?
Чем отличается скачивание обновлений (которое работает) и скачивание ресурсов карты(которое не работает)?
Может такое быть, что блокирование пакетов происходит где-то между Амстердамом и сервером, на котором хранятся ресурсы H&H?
Кто-то сталкивался с тем, что c некоторыми VPN H&H работает, а с другими - нет?

У меня есть несколько vm с VLESS, и ни с одной из них не работает H&H. Для доступа я развернул Амнезия на нескольких из этих vm, но с ней так же не подключается.
При этом, подключая сначала VLESS, а потом Amnesia, игра начинает работать.
Самое странное то, что (в рамках одной VPS)

Если используется только VLESS - соединения не происходит
Если испольхуется только Amnezia - тоже нет
Если используется VLESS + Amneza - всё работает

Если смотреть в разрезе клиентов, то:

При запуске с VLESS через стим - не работает
При запуске с Amnezia через стим - не работает
Если используется VLESS + Amneza через стим - всё работает

Запуск bat-файлом клиента Hurricane:
При запуске с VLESS - пускает до выбора персонажа в в16 и в16.1
При запуске с Amnezia - не запускается совсем
Если используется VLESS + Amneza - работает штатно
