Can't pave on sand?!

Don't think we should be able to pave on sand. Doesn't make sense.

I'm with Lunarius_Haberdash tbh, I did build a village by a cove and there were plenty of times I did wish you could, for fencing, for expanding the village and so on but on reflection it just would have spoilt it, it's nice to have some area's we can't mess up, lol, and the beaches are lovely ... it also means there are at least some special resources they can't wall off - a lot of the brimstone ones seem to be on the beaches and we all need matches!
