couldn't you just like, have a different hair model for "wearing hat" state for the hairs that should protrude from under the hat?

I've seen games that do this, and if you have a long hair style, then the hair completely disappears even if it should come out the back. It's six of one, half dozen of the other on an easy fix for this, I think. Someone will end up not happy with the results.

We already have some nonsense like that, but the fundamental problem of matching and poor scaling in the amount of resources required remains what it is.
