Try reducing the MTU of the interface in question by some bytes (to cover the overhead of DSL PPPoE or similar) and the problem should go away.

I've tried to change MTU in Windows and in router in variuos combinations down to 900 bytes from 1492. Default values in Windows - 1500, in router - 1480.
VPN software uses 1472, when game works (if change on router to 1472 - no changes). And another thing - 3 months ago game worked fine on this PC with the same options and internet.
On this PC AMD Athlon 64 X2 6400+ processor and NVIDIA 1080 graphic card if this helps.
Maybe I did something wrong with MTU or there is some another thing I should try?
