Well this is annoying.

Java keep being thrown into my program files 86 folder even though I installed the 64 version of java 8

I was using 32 bit chrome so I updated it to 64 and confirmed it was correct before downloading because apparently the browser bit type matters for which dl you end up getting on oracles site

Came out 32 bit anyways ...

Still looking

Okay, right then..

Got 64 bit chrome, removed all older forms of java (I had both java7 and 8 and 8 was in the 32 bit folder)
Got 64 bit java in program files and now I've loaded into the game again

Standing in the same spot without OBS open I have
Rendered: 1449+56(2,429)
FPS: 38 (0, idle 36%)

With OBS I get
Rendered: 1449+56(2,429)
FPS: 14 (0%, 47% idle)

As a comparison when I had 800 things rendered and no OBS I had 75 fps
Shit on screen really lags me out

Someone was also saying somewhere on these forums that nvidia cards can handle the game a lot better than AMD can

About your ping:
The cogentco.com network adds ~250ms (1/4 second), i guess because of the many hops.
It might help to use a carefully selected VPN proxy, one that preferably dosn't use congentco to get a better route.

About the GPU driver:
It could help to update or downgrade it.
In case you use the microsoft one: get the one from AMD.

I've checked my drivers for updates and they're all up to date

I have never used a vpn, do you have any that you can suggest?

I was having a long delay between click and action, changing clients fixed that.

I use Amber client at the moment, but it has the ability to remove flavor objects, turn off shadows and use simple crops/hard tile transitions

So if anything Default client should be running worse for me

Edit: I've just now updated my intel drivers as well as my AMD drivers but I'm seeing no noticeable difference
Still 15fps

I've also dropped the recording quality down to 480p from 720p but my FPS remains the same
Lag feels slightly less, but that's to be expected when you kill the q like that

You said you can play other games and record with OBS just fine but not with haven.

I've read posts that haven has a habit of running on integrated graphics instead of the dedicated graphics.(usually with nvidia cards though) Maybe that's why it does this with only haven and not the other games.

I would recommend installing MSI afterburner and make sure its using the radeon card and not the intel just to rule that out.

I have the program, but I'm having a hard time determining if it's being used or not

What would the best way to test this be?

I think it's more certain makes and/or models with integrated graphics. For some reason, OpenGL gets handed off to the integrated GPU instead of being handled by the more powerful unit. It's in the configuration files somewhere so you can check to see if it is configured to do that.

@coles: when you want to manually download a specific Java version, you need to go to the manual download page: http://java.com/en/download/manual.jsp. There's a small link to it in the last paragraph that says "not the right operating system? See all Java downloads" with a link. The autodetect otherwise picks up on which browser you're using. Chrome and IE aren't recognized properly if I recall right (actually IE is only 32 bit if I recall right).
Opinions expressed in this statement are the authors alone and in no way reflect on the game development values of the actual developers.

I made sure 100% that my version of java is 64 bit

Also, I asked Clark who is running the game with a nvidia gfx card and he says that he never really goes below 60 fps
I've heard similar stories from other nvidia users

It seems AMD shits a brick trying to play hafen
