I considered making a new thread about this, but I'm not sure if it's related to this or not.

Anybody noticed how the models are unstable some of the time? You have to really zoom in to see it (:cam bad)
I used to think it went away only when you went inside, but I just had it clear up while I was standing still outside.

And by unstable, I mean that the surface of any model (hat, hair, coat, shirt, skin, etc.) can look like something under it is squirming. That is, the vertices are getting a tiny random offset relative to their attachment point, or points are snapping to grid or something.
Come back two hours earlier.

I found that toggling the per-fragment lighting setting seems to fix the issue. Having it on or off doesn't seem to prevent it.

I updated my AMD video drivers and this has stopped happening for me. I'm not sure what the drivers would have changed.

This doesnt really offer much information. Its probably not dependant on how good or bad your parts are, but some issue with driver.

Thats quite right. I had one million problems with windows 8.0 and opengl and a radeon with haven and salem. Once 8.1 was released all was solved by itself.
I'll post later a speccy pic with my7 requirements, just in case.

... have people stopped having this problem, btw? I haven't seen a report on it in ages.

No, I still get it from the tar kiln quite regularly and also from the dots that show up when using the land survey flag. :D
