Recipes carried over to new character/same account

I created a new character earlier on my main character's account, and after logging back in now, I have all of my main's recipes without having discovered the mats or learned the skills. I did not inherit, just made a fresh character.

Update: So after the server crashing and coming back up now, I no longer have my main's recipes on the new character.

The action menu is not recalculated properly upon death. Known issue.
