Map Data long loading and tiles not updating

Everything is working fine until I log in and map data begins to load, taking a good 5-8 minutes to load before I can see anything and my minimap displays correctly. I can still navigate the UI and use items/spend LP, but character appearance windows are ? marks. This also happens when I enter a cave or move far enough to prompt another load, the minimap still works but main screen is stuck on map data loading. Additionally tiles frequently do not update when I plow them or lay stone, staying the same until some time later randomly appearing as they should. Despite this overall game performance is normal.

All drivers are up to date, using windows 7 64 bit and java version 8. This didn't start happening until Wednesday and its likely it could be an issue on my end but I haven't the foggiest idea where to start looking. Any help would be most appreciated.

Edit: Oddly enough in some places the tiles act normally but mostly still do not update until much later. This all seemed to have started after the Sep. 2nd changes but before then everything was going smooth. I've reinstalled Java with both 32 and 64 bit versions but to no avail.

One other oddity is I can still use the minimap to navigate my character and even interact with foragables, despite being stuck at a black 'map data' screen.
