I found bug, It happened to me, I mined stones like Quartz and I did not get LP.
After a few days I mined Quartz and I got. It worked as much as I discovered. I was so with other 2-3 minerals

Not a bug from the way you describe it.. Read patch notes from Tuesday, I believe it was. Many items that did not give LP are not giving LP, even some that gave you LP already because of some changes.

Yes, this is also true of all of the tree seeds/samaras/cones/etc and fresh rabbit furs. Murkwood blocks were given a specific recipe so they also awarded discovery lp after the update.
