Quality mysteriously lowering in a process

We had 12,13,12ql bars of iron used (Average, none were lower than 12) to create an anvil. I have 15 smithing and about 30 strength; it should not be capped by that.

I used more 12,13,12 ql bars of iron in order to make a new Smithy hammer, and the smithy hammer ended up 11,12,11ql.

Is the anvil of lower ql? What affects the ql when building it? There should not be a reason for the ql lowering here.

I assume this was fixed when qualities were changed to floating points. If you see this again let me know.
