Armor Class Weirdness

I made a badger vest to test out armor class a bit today. Quality is 20/20/25, Wear 75, Armor class 3/1. The weird thing is that apparently the second number in armor class is not taken into account at all. I got stabbed for 135 without the badger vest on. With the badger vest on, i got stabbed for 129. So 6 damage was blocked, it did 3 wear damage to my armor. I tested with another piece of gear and the same was true.

So it seems that the damage blocked by armor is just the first number of the armor class multiplied by 2 with half being absorbed and half being deflected. Is this intended? If so, what does the second number do?

They should work just like they did in old haven. Will investigate.
