Level 2 Mine Quality

In legacy the further you went down in mining levels, the higher the base quality got, but bmjclark has told me that he's gotten both ores and stone that are Q10 from the 2nd layer. Intended or a bug?

Can also confirm 10/16/10 stone from mining lv2.

There are more quality nodes on lower levels now but no guaranteed qualities.

As a follow up on this the 10/16/10 was a very small "node" back to finding quality 10 everywhere. Do you have to hit the lottery for higher quality stone now (not that 10/16/10 is high)?

I've just seen a couple things get reverted back to HnH1 numbers. Was hoping for some kind of official confirmation that this is indeed intended.
