That causes some problems, though. What about all those people spawning for the first time in the game in the central area? Should griefing the new players be allowed?

Arguably they shouldn't be building pclaims in the spawn area.

Will consider. There should be a placement cost for pclaims under all circumstances.

In my defense, they were mostly used to protect against trolls. They don't spawn on claims

Why expand one large claim when you can make a bunch of little ones for a few bones and wood and don't cost any LP?

Because they can't be made within 5 tiles of one another, the central claim has collision, takes space, and a relatively healthy claim isn't very LP expensive.

All these small claims that are 5x5 are probably being used for unintended purposes. I propose that when this "bug" is addressed, all 5x5 claims over a few days old are deleted.
