Farming skill bug or not?

Does farming cap your seeds / veggies at all? I've tested by planting and later harvesting quality 40+ seeds with two different characters, one with 50 and another with 1 farming, and i had exactly the same results, is it intended?

Quality is not affected when harvesting, but it is when planting.

Not a bug.

alright, i just realized my lvl 1 farming character doesn't lose quality when planting but doesn't increase it either
