While testing to reproduce this bug I discovered that when I am in a vclaim that I have no affiliations to I can't hearth while carrying something over head, I only do the hearth action and then nothing happens. It is possible that this is intended but then the bug would be that there is no communication from the game that I can't hearth or why I can't hearth.
Edit: This is while not in a party with someone from that village.
Also perhaps the bug is that I can hearth while on the vclaim and not carrying anything.
