Cannot aggro people while both are on a boat

You can aggro someone on a boat while off of it, but if you climb into the same boat you cannot aggro anyone else inside of it. Not sure if it impacts combat if you aggro them first and then get on, though. Haven't tested if you can aggro someone off a boat while on a boat either.

You can't aggro people from passenger seats of vehicles because you need to move to aggro them. It's a pretty weird restriction :?
